It is divided into 16 boroughs and has a population of approximately 9.2 million, rising to more than 22 million across its metropolitan area.
Its administration oversees essential areas such as public safety, transportation, urban development, education, healthcare, environmental protection, and public services, making it one of the largest and most significant public administrations in Latin America.

Why Teldat?
The Government of Mexico City chose Teldat to modernize its digital infrastructure for several reasons. The primary differentiator was be.Safe XDR and its advanced analytics capabilities, enabling rapid report generation to support the timely resolution of incidents across government agencies. In addition, the visibility and management capabilities provided by Teldat SDLANet Manager enabled rapid access to operational data and faster decision-making.
Teldat also built a strong relationship of trust with the customer by listening closely to their needs and building confidence in the brand. This was supported by close coordination between Teldat Mexico and the company’s headquarters in Spain, including its R&D and Product Marketing teams, as well as by the strong collaboration between Teldat Mexico and Telmex, the project’s network operator.

Challenge
The Government of Mexico City needed to undertake a large-scale digital transformation of public safety and emergency management. The project’s primary objective was to centralize the monitoring and management of thousands of surveillance cameras, emergency call buttons, seismic alerts, and all incoming emergency calls through a single, unified platform a critical requirement for a metropolis of more than 9 million.
Beyond public safety, the digital transformation initiative also required Wi-Fi connectivity across multiple locations throughout the city. This included preparing the network infrastructure for the 2026 FIFA World Cup, deploying connectivity in residential developments, installing access points in open community spaces, and providing reliable internet access in public locations such as markets, community centers, and recreational facilities across the city’s 16 boroughs.
Additionally, this evolution of the corporate network had to include enhanced cybersecurity solutions, going beyond the centralized protections traditionally implemented.
Finally, one factor made the project even more challenging: it was crucial to complete deployment within 6 months or less. Teldat delivered a comprehensive solution an advanced SD-WAN to improve connectivity and optimize network performance. This was complemented by an XDR solution, which, through advanced traffic analytics, would for the first time provide deep insight into how the network was used at its origin that is, at remote sites and at the application level.
Solution
The project provides a comprehensive portfolio of networking equipment for all of Mexico City’s boroughs. This portfolio includes routers, access points, switches, and firewalls that government agencies can use to meet the connectivity requirements of their facilities and public spaces. The initial deployment included 1,405 Windbit WAP880-lax indoor access points and 400 Windbit WAP680ax outdoor access points. These outdoor access points are primarily deployed in public spaces, such as markets, public squares, and facilities known as “PILARES”.
The deployment also includes approximately 270 Atlas-840 routers that provide Internet connectivity. Some of the routers are equipped with Teldat’s be.Safe Pro cybersecurity solution with integrated firewall, IPS, and content-filtering capabilities. Together, these capabilities help safeguard government offices across Mexico City.
The deployment also includes switches with different performance and capacity levels. The Windbit ESW0L3, ESW1L3, and ESW2L3 models provide connectivity for users and services, including video surveillance cameras, PCs, printers, and other network-connected devices.
