Andalusian Government: Teldat provides the largest deployment of Advanced SD-WAN and XDR Security in Europe
Teldat transformed the Andalusian Governmentโs data communications network in under 6 months, deploying an advanced SD-WAN with full cybersecurity and an XDR solution for total control.

Client Summary
The Andalusian Government is responsible for managing essential areas such as education, healthcare, culture, the environment, economic development, agriculture, infrastructure, and social servicesโgiving it a decisive role in the region.
It has established itself as one of Spainโs most important regional administrations, both due to its sizeโAndalusia is the countryโs most populous regionโand the broad scope of its responsibilities.
Summary Table
Challenge
- Regional administration with over 10,000 sites and 13,000 installed routers.
- Network spans 90 public-sector bodies and other agencies, including healthcare, education, and administrative offices.
- The existing 13,000 routers had to be reused and integrated into the new network management system.
- It was crucial to deploy the new network within 6 months or less.
Solution
- Simplified a complex network system into a streamlined, efficient system with a central hub cluster.
- Deployed SD-WAN by upgrading all existing Teldat devices, enabling management of 200 VRFs.
- Teldat SD-WAN offers centralized management with full control from a single interface.
- XDR solution provides diagnostics and analysis to ensure performance, data flow, and SD-WAN optimization.
Why Teldat?
- Teldat has a longstanding, trusted relationship with the client, based on high levels of trust.
- Other public administrations in southern Spain already using similar Teldat solutions, shared their positive experiences and satisfaction, reinforcing the decision.
- The client valued that Teldat is a Spanish company, with its R&D team based in Spain.
Challenge
The existing MPLS network management system required modernization to improve both efficiency and performance. At the same time, CAPEX considerations were a key concern: the 13,000 routing devices already installed across the 10,000 sites needed to be reused and integrated into the new network management system.
Finally, one factor made the project even more challenging: it was crucial to complete deployment within 6 months or less. Teldat delivered a comprehensive solutionโan advanced SD-WAN to improve connectivity and optimize network performance. This was complemented by an XDR solution, which, through advanced traffic analytics, would for the first time provide deep insight into how the network was used at its originโthat is, at remote sites and at the application level.
Solution
A key element of Teldatโs solution was to simplify a highly complex network system into one that is more streamlined and highly effective. At the core of the design is a cluster of Teldat SDE-28K hubs, offering 100 Gbps capacity and a high-availability architecture, distributed across the clientโs two data centers.
An SD-WAN solution was deployed by upgrading all existing Teldat devices. The entire system is cloud-managed, ensuring gains in both speed and operational efficiency. Teldatโs SD-WAN supports the management of over 200 VRFs, a requirement for the Andalusian Government, given its large number of locations and diverse user profiles.
In addition, Teldatโs SD-WAN offers advanced management capabilities to the Andalusian Government, such as granular control and the ability to prioritize voice or sensitive data traffic.
With just a few clicks through a single interface, administrators can manage all deployed devicesโwhich, in this case, are Teldat routers equipped with up to 8 switch ports, supporting copper, fiber, and 4G/5G cellular connections.
Beyond the built-in cybersecurity features of the SD-WAN overlay, a dedicated XDR solutionโTeldat be.Safe XDRโwas also deployed. This provides the Andalusian Government with network-wide diagnostics and analysis, enabling full visibility of data flows across all devices to ensure everything operates as intended. Traffic patterns, bandwidth usage, and potential data leaks are all monitored and fine-tuned to guarantee optimized SD-WAN performance.
Overall Teldat deploys what can be considered as the largest deployment of advanced SD-WAN and XDR solution in Europe.
Results
Teldatโs solution successfully met all the challenges set by the Andalusian Government:
- Deployed the full solution in under 6 months, across more than 10,000 sites and 13,000 installed routers.
- Transformed the entire network to an advanced SD-WAN architecture, while keeping CAPEX very low.
- Implemented over 200 VRFs and 500 network segments within the SD-WAN.
- Deployed an XDR solution (Teldat be.Safe XDR) to provide full network control.
- Delivered end-to-end cybersecurity across the entire new infrastructure.
- In all, the largest deployment of advanced SD-WAN and XDR in Europe.
